The name Skrëv-ke̜ Ner is derived from the Wood Elvish language, as Skrëv-ke̜ Ner was founded by Ênkêyesho Pherierzoth, who was culturaly Wood Elven.
Climate
Skrëv-ke̜ Ner has a yearly average temperature of 8°C (46°F), with its average temperature during the summer being a cold 6°C (42°F) and its average temperature during the winter being a cool 11°C (51°F). Skrëv-ke̜ Ner receives an average of 203 cm/y (79 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Skrëv-ke̜ Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1886 m (6187 ft) above sea level.
Overview
Skrëv-ke̜ Ner was founded durring the early 12th century in fall of the year 1132, by Ênkêyesho Pherierzoth. The establishment of Skrëv-ke̜ Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Skrëv-ke̜ Ner's construction back out of the project. Ênkêyesho Pherierzoth pushed on reguardles, and Skrëv-ke̜ Ner was finished, but starts off as a terible place to live.
Skrëv-ke̜ Ner was built using the conventions of Wood Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Skrëv-ke̜ Ner is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Skrëv-ke̜ Ner is buildings have been located at convienant points along the gorge Skrëv-ke̜ Ner was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the crampt flagstone streets flow where they are able to be made rather than folowing the most convienant paths. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. The minimaly adiquite have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
A look around Skrëv-ke̜ Ner is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.
Civic Infrastructure
Skrëv-ke̜ Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Skrëv-ke̜ Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Skrëv-ke̜ Ner's parks.
Skrëv-ke̜ Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Skrëv-ke̜ Ner.

Skrëv-ke̜ Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Skrëv-ke̜ Ner's public wards, blessings, and other arcane systems.
Skrëv-ke̜ Ner has an Administrative Academy which trains individuals in the administrative arts.
Skrëv-ke̜ Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Skrëv-ke̜ Ner's grid is powered by a direct leyline tap.
Skrëv-ke̜ Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Skrëv-ke̜ Ner's natural decorations nor waterways.
Skrëv-ke̜ Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Skrëv-ke̜ Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Skrëv-ke̜ Ner is led by one or more incompetents. While they must have been very good at something to have acquired the position, they are fundamentally incapable of leading. Uncontrolled passions or lusts, commitment to a hopelessly impractical ideal, pigheaded obstinacy in the face of failure, a total lack of charisma or interpersonal skills, or profound laziness might all unfit them for their post.
Skrëv-ke̜ Ner's chapel was built using a different architectural style from the rest of the town. The style used which employed abundant symbolic geometry, using pure forms such as the circle and square, and plans are based on often symmetrical layouts featuring rectangular courtyards and halls. These structures were is decorated with carved stone or stucco reliefs and made use of colorful stone mosaics..
In Skrëv-ke̜ Ner hail is always enormous, yet harmlessly plinks off people, creatures, and structures.

Skrëv-ke̜ Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves creating small tokens to channel Truename Magic energies of tier 1 via proclamations.
